Job Summary

  • We require qualified Admin support Staff who will provide Administrative, logistics, and procurement support to the ITN Campaign Team in Anambra State.
  • The assistant will provide support to the country office operation team on everyday office administration in Anambra state with support from the project staff.
  • The Admin Assistants(Consultants), situated in Anambra state shall work directly with the Country Officer Operation Team, under the guidance of the Senior Campaign Manager in ensuring proper functioning and management of operation activities in line with Malaria Consortium policies.
  • This will include to have an updated data bank of consultants, vendors and stakeholders.
  • The officer will ensure an effective maintenance system of all office equipment, including generator, photocopiers, computers and its networks, printers and other office assets.

Specific Activities
Key Accountabilities:

  • Provides support for day to day administration of the office
  • Provide support to the team by overseeing the management and maintenance of the office assets, utilities, office equipment, consumables and supplies.
  • Responsible for recording and updating of office assets in the asset register.
  • Provide monthly reports on state activities as it relates to the admin, procurement and logistics to the Operation Manager.
  • Maintains a filing system for the office, ensuring ease of storage and retrieval of documents.
  • Responsible for the effective maintenance of all IT equipment and computer in the office.
  • Support the country office manager, Procurement and Admin Officer in logistic arrangements including maintaining an updated record of events, travel itineraries of staff and short term consultants (as applicable) to ensure proper delivery and satisfaction of service to the project.
  • Provide support to the office driver, by providing supervision, coaching and mentoring in developing vehicle movement plan, implementation and review.
  • The officer will check the vehicle log sheet and driver’s time sheet and sign off on them monthly
  • Support the Procurement and Admin Officer in coordination of internal and external stakeholder or technical meetings, workshops, seminars, including all travel and accommodations arrangements;
  • Support the compilation of participants list and bank details, during LLIN Microplanning and campaign activities
  • Supports the Procurement and Admin Officer in managing short term contracts at the state office in close communication with the HR manager at the country office and in line with the procurement policy;
  • Supports the Procurement and Admin Officer in coordinating the administration and logistics of the programme office on all field related activities in the state;
  • Work closely with the Finance Officer and finance assistants, in line with programme budgets and the procurement policy to ensure all payment documents (vendor or personnel) are properly compiled and presented for payments.
  • Any other duty as may be assigned by the supervisor.

Qualifications and Experience
Essential:

  • Bachelor’s Degree in Administration, Social Sciences, Project Management or similar
  • A minimum of 2 years experience in a related role
  • Previous experience within the INGO sector and in a related role
  • Strong Microsoft office suite skill
  • Superior attention to detail
  • Excellent communication skills
  • Budget development, work-plan Implementation and Expense reporting.

Desirable:

  • Person resident in and working experience in the State of Assignment

Finance Support Staff (Short Term Consultancy)

Location: Anambra
Duration: May to July 2022

Job Summary

  • We require qualified Finance Support who will provide technical support during the ITN Campaign in Anambra State.
  • The finance support Staff is to successfully carry out payments to the implementation team in the state by ensuring all participant lists and bank account provided are correct and valid, names in payment schedules provided to finance tally with the data base.

Specific Activities
Finance Support:

  • Review of attendance list with database  through MC designated Finance Officer
  • Prepare the account documents for each payment using the approved financial template, payment sheets and guidelines as trained.
  • Prepare the payment schedule using the harmonized list. Get the harmonized list signed off by the assigned campaign implementation team members.
  • Work with the campaign implementation team to resolve all failed payments and wrong account details.
  • Ensure proper documentation and filing of all finance documents.

Payments:

  • Prepare payment schedules and submit to assigned Finance Officer for payment, ensure that they are accurate, no double / third party payment included and that the right people are being paid.
  • Ensure all expenditures are well receipted and/or properly documented following MC guidelines, policies and Finance contingency plan.
  • Perform any other assignments as may be assigned by designated country Finance Officer.

Deliverables

  • Participants, vendors and facilitators are paid in accordance with the approved program budget and guidelines/policies.
  • Payment schedules of all participants are filed.
  • Participants are paid in a timely fashion and all complaints resolved.
  • All databases are up to date for categories of personnel paid.
  • Proper filing of all finance documents.

Timing of Consultancy:

  • May – July, 2022

Qualifications and Experience

  • A graduate preferably with a degree in Finance, Accounting, Business Administration or any social science course
  • Minimum of 2 years’ post-graduation experience in similar roles

Consultant – Health Management Information Systems (HMIS) Assessment

Description

  • Malaria Consortium requires qualified research personnel that will focus on conducting an assessment to evaluate the HMIS performance in eight SMC-implementing states and the FCT Abuja the assessment will inform the development and implementation of a continuous data quality improvement and use plan for HMIS at state, LGA and HFs levels.
  • The findings from the assessment will guide the development of a comprehensive action plan to improve malaria data quality in selected health facilities across the eight states and the FCT Abuja.

Personnel Required:

  • Lead Consultant (National Consultant)
  • National Data Analyst
  • State-level Consultant

Specific Activities for the Personnel
National Consultant:

  • Oversee the data analysis component of the assignment.
  • Work with state consultants in the selection of HFs according to the protocol.
  • Support training on the survey tools for the data collectors.
  • Prepare data collection and supervision plans.
  • Track, review and validate electronic submission from field data collectors daily.
  • Monitor data collectors directly in the state during data collection.
  • Review of HMIS assessment questionnaire.
  • Field supervision/monitoring plan.
  • Collated training reports and activity reports.
  • Coordinate the entire field work.
  • Quality-assure daily submissions from the state teams.
  • Write a final report on the assignments outlining the best practices, the lessons learnt, challenges, achievements, and recommendations.

National Data Analyst:

  • An interim data analysis plan.
  • Collation of all data generated from the assessment across the states.
  • Analysis of the entire data, the collection process, recommendations, and conclusions.

State-level Consultant:

  • Selected HFs for assessment.
  • An interim data analysis plan.
  • Submit a final report with revisions based on the inputs and feedback on the draft report.
  • Organizing data collection visits in facilities (making initial contact, preparing a schedule of data collection visits, etc.).
  • Supervising data collection activities: − make sure data collection protocols are followed. Arrange for regular communication with data collection teams − Check data collection forms at the end of each day for completeness and legibility − Ensure data are uploaded on ODK server at the end of each day and at national level by the end of the assessment.
  • Collecting and storing data collection forms and sending them to the lead consultant.
  • Follow up with LGA and state HMIS officers to fill self – administered questionnaire
  • Cover selected LGA/HFs and supervise 2 assessment teams.
  • Help the assessment teams collect data, collect, and review the completed questionnaires, troubleshoot problems, and finalize and submit the completed questionnaire using SurveyCTO.
  • Have the daily schedule and contact numbers of the assessment team.
  • Visit each team during the assessment and help the team complete the assessment (where necessary).

Required Consultant Qualification
National Consultant:

  • Minimum of Master’s Degree in the Social Sciences or related fields and at least 7 years post-graduation.
  • Previous experience in assessments, and surveys, especially within the Public Health sector and HMIS system strengthening.
  • Knowledge of malaria and its prevention, diagnosis, and treatment is required.
  • Excellent training and supervisory skills.
  • Excellent technical writing and presentation skills
  • A proven ability to work as part of a team and, independently.
  • Excellent ability in data analysis especially qualitative data analysis and interpretation.
  • Demonstrated report writing skills for quantitative study and surveys.
  • Experience using qualitative software e,g Nvivo, ATLasTi, etc
  • Ability to work under stressful conditions and to remain flexible and calm under pressure.
  • Experience of proactively identifying and addressing bottlenecks/issues desired.

National Data Analyst (qualitative and quantitative):

  • Degree holder in Mathematics, Demography, Statistics, or other related disciplines with at least 5 years’ post-qualification experience.
  • Minimum of 5 years’ experience in public health research methodology.
  • Must be familiar with statistical tools like STATA, Nvivo, ATLas, etc.
  • Excellent analysis of survey results.
  • Demonstrable report writing skills.

State Consultant:

  • Minimum of Master’s Degree in the Social Sciences or related fields and at least 5 years post-graduation.
  • Previous experience in assessments, and surveys, especially within the Public Health sector and HMIS system strengthening.
  • Knowledge of malaria and its prevention, diagnosis, and treatment is required.

 State Finance Officer

Location: Osun

Job Purpose

  • To work closely with the State Project Manager and with the Project team to ensure the project maintains acceptable accounting standards and financial control according to the MC and donor finance rules and procedures.

Scope of Work

  • The Finance Officer will be responsible for timely posting of all invoices approved and paid, budget analysis and reconciliation, petty cash management, banking, filing of field office monthly financial information inclusive of payment vouchers, bank information, financial correspondence etc.
  • S/he will also ensure orderliness within the finance department.
  • The Finance officer will deal with all cash receipts and payments as well as advising the State Team Manager and other Technical Officers on all financial matters and sharing areas of concern along with suggested solutions aligned with MC and donor guidelines.

Key Accountabilities
Finance Activities (50%):

Prepare monthly reports to the Project Manager as set on monthly finance timetable which comprises the following:

  • Bank reconciliation statement including copy of bank statement
  • Aged list of outstanding Advances and Other ledger balances
  • Fixed asset register update and Spot Check reports
  • Authorized Petty Cash Count Certificate and reconciliations
  • Monthly timesheet update
  • End of Month Checklist
  • Making Payments of all meetings, workshop and training participants and consultants
  • Safeguarding the organisation resources by scrutinizing all payment requests, TAFs, PRFs and by adhering to the MC Manual, Policies and Procedures
  • Advising the State Team Manager and other Technical Officers on all financial matters and sharing areas of concern along with suggested solutions aligned with MC and donor guidelines.
  • Follow up on the stock balance of financial documents (forms, vouchers, receipts etc.) and make a timely order before stock outs occurs
  • Register Invoices delivered by suppliers into PSF
  • Post Field returns into PSF as per MC guidelines
  • Review all cash and Bank transactions posted into PSF on a weekly basis
  • Support in the preparation of monthly BVAs
  • Support in budgetary planning and revisions
  • Support in the timely completion of checklists for month and year ends
  • Be responsible for issuing travel and activity advances to the team members, consultants for any official travels, including reconciliation of the same on return
  • Any other reasonable duties as may be required from time to time

Suppliers Invoice (25%):

  • Receive all invoices of suppliers and vendors from the Senior Administrative officer and prepare the Invoice authorization forms
  • Review and post all invoices onto PSF ledger ensuring the accuracy of codes, support documentation, budget availability and necessary approval from the authorized personnel
  • Prepare all payments – cash, cheque, bank transfers and obtain approval from the authorized personnel
  • Post payments onto PSF general ledger ensuring the accuracy of all the required codes

Filing and Admin (15%):

  • In charge of archiving and filling all finance documents and ensuring that they are in safe custody and easily accessible by the finance team
  • In -charge of collating timesheets of all field office staff

Petty Cash Management (10%):

  • In charge of keeping the Petty cash imprest system and records, making requisitions and issues as approved by the authorized personnel. Take collections after issuing proper receipts and make a deposit of all cash collections in a timely, honest and trust worthy manner
  • Count Petty Cash on a minimum of a monthly basis with the Project Manager/Finance Manager
  • Post all petty cash invoices and vouchers into the General Ledger with accurate codes

Person Specification
Qualifications and Experience:

  • A Degree in Accounting or Business Administration is required
