Manager – Regulatory Financial Reporting Analysis

Location: Nigeria

Job Description

  • Undertake detailed analysis of financial statements of Licensees and identifies any regulatory and statutory compliance issues. 
  • Carry out detailed analysis and advice on different financial parameters for tariff determination. 
  • Evaluate licensees’ business plans, budgets and program and advices on the appropriate capital and operating expenditures as well as establish investment trends in the various sectors. 
  • Conduct the necessary analysis and provides input into the determination of license fees, levies and other charges. 
  • Review licensees’ requests for pass through costs and carry-out reconciliation of pass through costs. 
  • Participate in the on-site review and examination of licensees’ financial and accounting records. 
  • Assist in preparing periodic reports relevant to the functions and activities of the Group and the Division. 

Requirements

  • First Degree in Accounting, Actuarial Science, Business Administration, Economics, Statistics, Mathematics, Engineering and any numerate discipline. 
  • Possession of a Professional accounting qualification is necessary (ACCA, ACA, CNA, CPA). Possession of a CFA certificate will be an added advantage. 
  • Minimum years of work experience: 9 years and not more than 40 years of age. 
  • Relevant working experience (including NYSC) obtained in the NESI or in a Nigerian electricity sector reform agency, an academic institution, a Nigerian or foreign or international financial commercial, industrial or regulatory institution, enterprise or NGO in a relevant sector, a multilateral development institution, and or a consulting or professional services firm with demonstrable experience in auditing, cost and management accounting. 
  • Experience working with and building financial/economic models is an added advantage.

Analyst I – Market Analysis and Competition

Job Description

  • Support the monitoring and analyses of periodic reports submitted by licensees. 
  • Conduct detailed and comprehensive assessment of industry economic and investment needs. 
  • Assist in determining and identifying investment needs for the various sectors of the industry and package investment incentives to boost industry growth. 
  • Review Licensees compliance to the provisions of their License Terms and Obligations. 
  • Provide research assistance in the preparation of papers on issues related to the electricity market as may be requested from time to time for presentation to the Commission and the Government. 
  • Undertake periodic review regulations to assess the need or otherwise of existing regulations. 
  • Review applications for licenses by prospective applicants. 
  • Review bulk power procurement process to ensure compliance with applicable regulations. 

Requirements

  • Bachelor’s Degree with relevant professional qualifications in any of the following disciplines – Engineering, Economics, Mathematics, Statistics, Computer Science, Business Management Administration, Finance, or Accountancy or Law with a minimum of second class upper (2:1) or equivalent grade
  • If a holder of only a Bachelor’s Degree a minimum of second class lower (2:2) in the disciplines listed above is required plus a relevant non-executive master’s degree from a reputable tertiary institution obtained by thesis and/or by examination. 
  • Minimum years of experience: 4 years’ post-graduation (NYSC inclusive) obtained in the Nigerian Electricity Sector, an academic institution, a Nigerian or foreign financial, commercial, industrial or regulatory institution, an NGO in a relevant sector, a multilateral development institution, or a consulting or professional services firm with demonstrable understanding of electricity sector experience.

Senior Manager – Market Analysis and Competition

Job Description

  • Monitor and analyse periodic market reports daily, weekly and monthly, as may be submitted by the Commission’s licensees – TCN, NCC, MO, NBET, DisCos and GenCos.  
  • Monitor and analyse policies impacting on the Nigerian Electricity Market (NEM). 
  • Review Licensees’ compliance to the Commercial terms of their License Terms and Obligations.  
  • Prepare draft papers on commercial and economic issues related to the electricity market as may be requested from time to time for the presentation to the Commission and the Government.  
  • Contribute towards the presentation of the quarterly report of the NEM and the Annual reports on the state of completion of the market.  
  • Review and analyse requests by Distribution licensees on issues impacting on their compliance to existing regulations and request for derogations on implementing the directives of the Commission.  
  • Undertake studies to assess the effectiveness and appropriateness of regulatory and non-regulatory instruments in achieving policy objectives/directives that may be issued by the government.  

Minimum Qualification s/ Skills

  • Bachelor’s degree with relevant professional qualifications in any of the following disciplines – Engineering, Economics, Mathematics, Statistics, Computer Science, Business Management or Administration, Finance or Accountancy – with a minimum of second class upper (2:1) or an equivalent grade.  
  • Holder of a Bachelor’s degree with a second class lower (2:2) in any of the disciplines listed above require a relevant non-executive Masters degree from a reputable tertiary institution obtained.

Assistant Manager – Corporate Planning and Strategy (CPS)

  • Follow-up on timelines and track the implementation of various components of the Strategic Plan of the Commission.

Qualifications / Skills

  • First Degree (2:1) or Masters in Data Analytics, Project Management, Organisational Development or related area. 
  • Membership of a relevant professional body will be an advantage.
