A complaint and feedback mechanism (CFM) is a formal mechanism for receiving information, feedback, and complaints from people in communities where WFP operates. The main objectives are to increase the influence of affected communities over programmes, enhance programme quality and ensure that barriers faced by affected populations to access WFP assistance are addressed. The WFP Nigeria CFM includes several components including a telephone hotline, onsite helpdesks, community outreach, and suggestion boxes. To be effective, the CFM includes established procedures for recording complaints, following-up on the issues, taking action or tracking action taken by colleagues, and providing feedback to the complainant in a safe and dignified manner.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: Minumum three years of relative work experience (work experience at general service level counted at 50%)
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders will report to the Head of RAM Unit.
- Up-to-date and well managed centralized system for managing and processing all complaints.
- Standardized weekly updates summarizing all complaints from all CFM components.
- Monthly dashboard and supplemental brief reflecting data analysis, status of issues resolution, and implementation progress.
- Quarterly report providing trends analysis, triangulated and integrated with field monitoring reports
- Notes for the record from CFM and field monitoring working group meetings
KEY ACCOUNTABILITIES (not all-inclusive)
- Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
- Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
- Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
